Abstract: INFORMATION IS USED BY THE COMMISSION STAFF TO DETERMINE IF AUTHORIZED NUMBER OF MOBILE STATIONS REFLECTS OPTIMUM FREQUENCY USAGE. RADIO COMMON CARRIERS LICENSED TO USE THE UHF TV CHANNELS FOR LAND MOBILE USE IN THE MARKETS TO WHICH THEY ARE ALLOCATED ARE THE AFFECTED PUBLIC.
