TO LEAVE GOVERNMENT SERVICE. DID THEY LEAVE FOR BETTER SALARIES OR
BENEFITS, OR DID THEY LOSE FAITH IN THE SYSTEM? THIS INFORMATION
WILL PROVIDE VALUABLE PERSPECTIVES ON ISSUES AFFECTING THE ENTIRE
FEDERAL WORK FORCE AND, IN PARTICULAR, THE SES.
