OMB WILL NO
LONGER APPROVE OPM REQUESTS FOR EMERGENCY PROCESSING OF SUBMISSIONS
UNLESS OPM CAN DEMONSTRATE THAT NORMAL CLEARANCE PROCEDURES CANNOT
BE FOLLOWED AND PUBLIC HARM WILL RESULT. ADMINISTRATIVE CONVENIENCE
TO THE AGENCY IS NOT AN ACCEPTABLE RATIONALE FOR NOT PROVIDING FOR
PUBLIC COMMENT ON PROPOSED INFORMATION COLLECTIONS. SUCH REQUESTS
AS THE ONE COVERED BY THIS APPROVAL ACTION WILL NO LONGER BE
APPROVED AS EMERGENCY SUBMISSIONS. OPM MAY REQUEST EXPEDITED
PROCESSING OF ANY INFORMATION COLLECTION REQUEST SO LONG AS THAT
REQUEST COMPLIES WITH THE REQUIREMENTS OF 5 CFR 1320.12(a). OPM
SHOULD BE AWARE THAT OMB HAS PROPOSED THAT AN AGENCY MUST PUBLISH
THE DATA COLLECTION INSTRUMENT IN THE FEDERAL REGISTER WHEN IT
MAKES SUCH AN EXPEDITED REQUEST IN ORDER TO FACILITATE TIMELY
PUBLIC COMMENT.
