Policy guidelines recommend a 80% response rate on mailback
surveys. As a result, FWS should consider cutting back on the
number of respondants in large states and instead improve the
follow-up on those not responding. When FWS resubmits this package
for clearance they should discuss changes in number of cranes
killed over the past few years. Since the number killed does not
approach the maximum permittable without jeopardizing the future of
the species, FWS should explain why the survey could not be
conducted every other year or every third year.

HUNTING OF LESSER SANDHILL CRANES IS
AUTHORIZED IN EIGHT MID-WESTERN STATES. FOR EFFECTIVE MANAGEMENT OF
THE AFFECTED SANDHILL CRANE POPULATION, AND TO PRECLUDE
OVER-HARVEST, ANNUAL INFORMATION IS REQUIRED ON THE MAGNITUDE AND
DISTRIBUTION OF THE CRANE HARVEST. THE SUBJECT QUESTIONNAIRE
