The JTPA
Management Review System paperwork package is approved through
April 1990, subject to the following terms and conditions: (1) By
June 1, 1988, the Department will submit for Paperwork Reduction
Act Review the data collection associated with the JTPA compliance
audit, (2) Over the next 2 years OMB requests the Department to
explore with the States the feasibility of making the compliance
audit strictly a biennial activity, regardless of whether a State
chooses to have a management review in the interim year, and (3)
The next request for PRA approval of the JTPA Management Review
System paperwork package should provide an assessment of the
management review system in terms of specific benefits this system
provides the Federal government, States, and local JTPA
programs.

THE MANAGEMENT REVIEW SYSTEM IS A
BIENNIAL JOINT FEDERAL AND STATE REVIEW OF THE OPERATION AND
ADMINISTRATION OF THE JTPA PROGRAM TO ENHANCE THE EFFECTIVENESS OF
THE OPERATION OF A STATE OR SDA IN ACHIEVING PROGRAM GOALS,
DEVELOPING QUALITY PROGRAMS THROUGH EFFECTIVE PLANNING AND
MANAGEMENT, AND EFFICIENTLY UTILIZING AVAILABLE RESOURCES
