Abstract: THE MANAGEMENT REVIEW SYSTEM IS A BIENNIAL JOINT FEDERAL AND STATE REVIEW OF THE OPERATION AND ADMINISTRATION OF THE JTPA PROGRAM TO ENHANCE THE EFFECTIVENESS OF THE OPERATION OF A STATE OR SDA IN ACHIEVING PROGRAM GOALS, DEVELOPING QUALITY PROGRAMS THROUGH EFFECTIVE PLANNING AND MANAGEMENT, AND EFFICIENTLY UTILIZING AVAILABLE RESOURCES
