This survey can
be significantly improved. Five pages of general and specific
questions (see "Biennial Report Questions" in the OMB Docket room
file) concerning the 1987 cycle were addressed in a February 17,
1988 meeting with EPA. Many of the changes these questions suggest
could not be made because of administrative systems that are
already in place and cannot be modified (without great expense). As
a result, OMB review of this collection has been largely frustrated
and changes must be put off until the 1989 cycle. . EPA has
committed to involving OMB in the creation of the 1989 form. In the
future, OMB will not allow effective review of an information
collection to be pre-empted because of administrative commitments.
EPA must bear the cost of altering information collections that
place an inappropriate burden on respondents. The "Questions"
mentioned above should provide a starting point for OMB review of
the 1989 cycle. .

EPA IS REQUESTING OMB CLEARANCE TO
PILOT PROPOSED CHANGES TO THE REPORTING FORMS IN 15 TO 20
VOLUNTEERING STATES DURING THE 1987 REPORTING CYCLE. EPA IS
REQUESTING PUBLIC COMMENT ON PROPOSED DATA ITEMS AND FORMS TARGETED
FOR REPORTING. COMMENTS WILL BE ACCEPTED THROUGHOUT THE REPORTING
PERIOD. AFTER REVISING THE SYSTEM, EPA WILL SEEK SEPAREA OMB
APPROVAL FOR THE 1989 CYCLE.
