REQUIREMENTS IN THIS ICR ARE APPROVED AS SUBMITTED. HOWEVER, AS
DISCUSSED IN OUR JUNE 15, 1987 LETTER, WE CONTINUE TO QUESTION THE
VALUE OF THE QUALITY ASSURANCE EMISSION TESTING AND RECORDKEEPING
REQUIREMENTS. EPA HAS DEMONSTRATED ONLY THAT THE REQUIREMENT MIGHT
BE USEFUL. THEREFORE, WE ARE APPROVING THIS REQUIREMENT
TEMPORARILY. EPA SHOULD RECONSIDER IT AS SOON AS IT HAS BEEN IN
FORCE LONG ENOUGH FOR EVALUATION--APPROVAL WILL NOT BE EXTENDE
BEYOND THE MINIMUM TIME NEEDED FOR EVALUATION UNLESS PROGRAM
EXPERIENCE PROVES THE VALUE OF THIS REQUIREMENT.

MANUFACTURERES OF RESIDENTIAL WOOD
HEATERS AND LABORATORIES ACCREDITED BY EPA FOR CONDUCTING
CERTIFICATION TESTS OF REPRESENTATIVE WOOD HEATERS WOULD BE
REQUIRED TO MAKE SEVERAL ON-TIME AND PERIODIC REPORTS NECESSARY FOR
THE IMPLEMENTATION AND ENFORCEMENT OF THE RULE. ALSO, LABORATORIES,
MANUFACTURERS, AS WELL AS DISTRIBUTORS AND RETAILERS, WOULD BE
REQUIRED TO RETAIN CERTAIN RECORDS.
