Per the request
of the Chief Counsel for Advocacy, expedited approval for this
survey is granted with conditions. First, SBA must modify the
survey collection methods to improve its response rate from 40
percent to 80 percent. This may be accomplished by requiring
telephone follow-up for all non-respondents after the second survey
mailing. This action is necessary if the survey results are to be
generalized to the universe studied and satisfy OMB information
collection guidelines (5 CFR 1320.6). Second, SBA shall provide OMB
with the survey results and the survey's response rate upon
completion.
