Abstract: RECENT LEGISLATION PERMITS THE COAST GUARD TO DELEGATE THE AUTHORITY TO PROVIDE TONNAGE MEASUREMENT SERVICES TO QUALIFIED PERSONS. THIS ONE-TIME INFORMATION COLLECTION IS NECESSARY TO ESTABLISH THE QUALIFICATIONS OF ORGANIZATIONS THAT REQUEST TO BE DELEGATED THIS AUTHORITY.
