SEC. 207 OF THE HOUSING AND
URBAN-RURAL RECOVERY ACT OF 1983 AMENDS SECTION 8 OF THE U.S.
HOUSING ACT OF 1937 TO AUTHORIZE HUD TO CONDUCT A HOUSING VOUCHER
DEMONSTRATION PROGRAM USING A PAYMENT STANDARD. THE PAYMENT
STANDARD WHICH IS BASED ON THE FAIR MARKET RENT IS USED TO
DETERMINE THE MONTHLY ASSISTANCE WHICH MAY BE PAID FOR A
FAMILY.
