As designed, the
unstructured nature of this survey will not produce data of
practical utility for purposes of evaluating the ROW program. This
survey is therefore approved to collect information from not more
than 50 respondents as a possible precursor to a more structured
evaluation of the program. Any further evaluation should examine
both the administration of the program and evaluate the effects of
the program based upon assessments of participants and
non-participants.
