FWS agrees to
develop a schedule for implementation of changes in the Waterfowl
Harvest Survey based on the study of Nonresponse Rates, which FWS
is about to undertake, and other observed problems. This survey is
given clearance through April 1989 to allow time to make changes in
all aspects of the survey, including the contact card, before the
survey is conducted for the 1989 season.

MIGRATORY WATERFOWN HUNTING IS
AUTHORIZED THROUGHOUT THE UNITED STATES INCLUDING ALASKA.
INFORMATION ON THE MAGNITUDE AND COMPOSITION OF THE HARVEST IS
NEEDED FOR SOUND MANAGEMENT AND TO PRECLUDE OVER-HARVEST OF THE
SPECIES INVOLVED. THE FORMS USED IN THESE SURVEYS PROVIDE THE MAJOR
PART OF THAT INFORMATION.
