Terms of Clearance: This collection is approved for use under OMB control number 1115-0131 through 12/31/88 by which time INS shall have resubmitted the information collection request and addressed the following concerns: (1) Were there any public comments that affect the SAW application, an what did the INS do in response to those comments? (2) Why has the agency not provided a more detailed justification for the numerous data elements requested on the form (the present justification is simply not adequate)? (3) What caused the INS to grossly overestimate the number of respondents, and on what evidence does the INS now base its new estimate? (4) What is the justification for question #9, and why is it not labeled as a voluntary question? (5) What is the justification for, and utility of, question 18, and how has the INS designed the use of the data to ensure consistency with the Privacy Act? (6) What is the practical utility of question 21? (7) What is the practical utility of the "Type of Crop" and "Type of Field Work" columns in Question 22?. If INS does not provide full justification for each element of the collection, and if INS fails to address these concerns in the resubmission, OMB will consider taking additional action to ensure that the collection is consistent with the Paperwork Reduction Act of 1980, as amended.
