THE FOLLOWING COMMENTS ON THESE PROPOSED COLLECTIONS of
information. First, the practical utility of requiring written
plans for every workplace covered, regardless of the complexity,
frequency, number of employees affected, or variation in lockout/
tagout procedures, has not been demonstrated. In the final rule,
the agency shall examine more fully the specific circumstances in
which written plans have utility, and shall explain why less
burdensome alternatives to written plans, such as oral
communication in small businesses, would not be protective. Second,
the data elements to be included in the written plan shall be
justified individually, and any data elements that are not fully
justified as yielding safety and health benefits shall be deleted
from the written plan. Third, the utility of the requirement for
labeling for energy isolating devices h not been demonstrated. In
the final rule, the agency shall document t the safety and health
benefit of this requirement, and shall discuss a alternatives in
the record which were not accepted. specifically, the agency shall
examine the option of work permit systems, which a commenter to the
paperwork record has stated would increase protection and reduce
paperwork.
