The debriefing
questionnaire and the current CPS-1 questionnaire are approved
through June 1989 for use in this project with the understanding
that: 1) BLS will submit the versions of questionnaires that Census
will use for responses by 10 or more members of the public for
informal OMB clearance by means of Information Correction
Worksheets (New questions may be transmitted with a clear
explanation of how they relate to questions from the current
CPS-1), and 2) BLS and Census will brief OMB during September 1988
on the progress being made in the cognitive research project. OMB
will give priority to promptly reviewing project questionnaires and
revisions in order to avoid delaying tests. The Department should
provide OMB a minimum of two working days for completion of its
review.

THE PROPOSED "LABORATORY RESEARCH ON
THE CPS" WOULD DETERMINE WHETHER THE QUESTIONS IN THE CPS
QUESTIONNAIRE ARE STILL RELEVANT, PROPERLY UNDERSTOOD, AND WORDED
SO AS TO YIELD THE APPROPRIATE INFORMATION. THE CPS IS THE PRIMARY
SOURCE OF DATA ON EMPLOYMENT AND UNEMPLOYMENT, AND THE PROPOSE
RESEARCH IS DESIGNED TO ENHANCE THE QUALITY OF THESE DATA, WHICH
ARE WIDELY USED WITHIN AND OUTSIDE THE GOVERNMENT.
