Abstract: BASED ON ASSERTIONS THAT VOCATIONAL REHABILITATION FUNDS WERE BEING UNREASONABLY DIVERTED TO PAY FOR INDIRECT COSTS AND OTHER ADMINISTRATIVE EXPENSES, THE CONGRESS DIRECTED THIS STUDY. IT INVOLVE APPLICATION OF THE REVIEW GUIDE AT STATE VOCATIONAL REHABILITATION (V AGENCIES. THE IMPACED PUBLIC IS THE STATE VR AGENCY AND THE STATE DEPARTMENT IN WHICH IT IS HOUSED.
