In accordance
with the Paperwork Reduction Act and 5 CFR 1320 the "Report on
Shipments to Federal Government Agencies - MA-175" (OMB No.
0607-0149) is being withdrawn by the Census Bureau after
consultation with the Department of Defense (DOD), the primary
sponsor of the Section B of the proposed information collection.
This withdrawal by Census and DOD is in response to public comments
that the survey instrument represented an onerous respondent
burden. The Census Bureau plans to resubmit the portion of the
questionnaire concerning foreign sources of supply of goods at a
later date. Census and DOD plan to work closely with the potential
respondents on the survey collection design to minimize the
respondent burden. OMB staff recognizes the legitimate need for
information concerning foreign sources of supply and will work with
the agencies and the industry to ensure that an acceptable
information collection is achieved. OMB is simultaneously approving
the MC-9675 (OMB No. 0607-0624), a substitute Census Bureau survey
for the proposed MA-175. The MC-9675 represents a burden reduction
of at least 50% compared to the initial MA-175 proposed by Census.
The MC-9675 is also proposed as a supplementary schedule for the
1987 Economic Census, which conforms to Title l3 requirements for
mandatory surveys.
