In accordance
with 5 CFR 1320, OMB approves this information collectio until May
1, 1989. In order for the form ITA-6031P to be approved at the time
of resubmission, BXA must make several changes in the current form.
First, BXA must develop a short form (one page) that exporters of
low-technology computers would be able to use. BXA should consider
making the short-form a detachable part of Form ITA-6031P, and
should rewrite the instructions to make clear the criteria for
filling out the short form. Second, BXA must define the technical
terms used in the form and their definition must be incorporated
into the form. Third, BXA must explore ways to reduce th
considerable burden placed on businesses who fill out ITA-6031P
because they cannot decipher the regulations and do not know if and
when they apply. Such an effort might include developing a list of
product model numbers or parameter criteria that would not
necessitate filling out ITA-6031P. Fourth, BXA must present a plan
for electronic filing of the information collected on ITA-6031P.
Fifth, BXA must provide OMB with a detailed report on recent or
upcoming COCOM discussions/negotiations/reforms concerning computer
controls, including planned BXA and U.S. negotiating positions.
Finally, BXA must submit a separate paperwork package for its
special information requirements concerning supercomputers.
