This ICR should
be consolidated in the 2040 series (EPA/OW) with the other three
section 404 ICRs when it expires. The increase from the earlier OMB
inventory of 15,000 hours to 54,200 hours which is associated with
accounting for State burdens, is credited as a program change, not
an adjustment. Although it has been an ongoing burden, it is being
accounted for for the first time. If a complete burden estimate had
been done with the original ICR, this State burden would have
registered as a program increase.
