Abstract: THE 1990 DECENNIAL CENSUS WILL COV THE POPULATION AND HOUSING CHARACTERISTICS OF ALL RESIDENTS IN THE 50 STATES AND THE DISTRICT OF COLUMBIA. ARTICLE 1, SECTION 2 OF THE UNIT STATES CONSTITUTION CALLS FOR A CENSUS TO BE CONDUCTED AT LEAST EVERY 10 YEARS AS A MEANS OF EQUITABLY APPORTIONING CONGRESSIONAL REPRESENTATIVES AMONG THE STATES. CENSUS DATA ARE ALSO USED BY THE STATES TO DRAW CONGRESSIONAL OR STATE LEGISLATIVE DISTRIFT BOUNDARIES,
