MINIMIZE THE POTENTIAL FOR EXPLOSIONS, FIRES, AND POLLUTION OF
WATERS DURING THE TRANSFER OF OIL AND HAZARDOUS MATERIALS BETWEEN
VESSELS AND FACILITIES, THE PERSON IN CHARGE SHOULD REVIEW AND
CERTIFY COMPLIANCE WITH PROCEDURES SPECIFIED IN THE REGULATIONS
WHICH ARE LISTED ON THE DECLARATION OF INSPECTION. A SIGNED COPY OF
THE DECLARATION OF INSPECTION IS RETAINED
