Abstract: EACH BULK OIL OR HAZARDOUS MATERIALS FACILITY THAT INTENDS TO TRANSFER TO OR FROM A VESSEL MUST NOTIFY THE COAST GUARD BY LETTER OF THIS INTENTION. THE COAST GUARD THEN MAY CONDUCT AN INSEPCTION TO ENSURE COMPLIANCE WITH THE POLLUTION PREVENTION REGULATIONS.
