Reinstatement with change of a previously approved collection
We have approved
this collection of information through April 1989 in anticipation
of the NPRM that MSHA plans to publish on these requirements. The
NPRM should raise for comment the concerns previously identified by
OMB in our clearances dated April 4, 1986 September 4, 1986, and
July 2, 1987. In particular, it is not clear with regard to the
requirement in 30 CFR 77.216-3 for weekly examinations of
impoundments that certifications, as defined in 5 CFR 1320.7(k)(1),
could not fulfill the agency's mission while imposing less burden.
In addition, it remains unclear why this information must be
collected on a weekly basis for each impoundment.

AND IMPOUNMENTS, AND TO KEEP RECORDS OF THE RESULTS OF WEEKLY
EXAMINATIONS AND INSTRUMENTATION MONITORING.
