Clearance is
granted for one year. This clearance is given for one year because
the Commission took action without prior public notice and public
comment opportunities. Comments received by OMB from United
Telecommunications Council suggest that the FCC might have received
relevant information regarding the information collection
requirements had it provided for a public comment period. OMB
therefore advises the Commission to attempt to seek public comment
on this changed rule during the interim, and resubmit the package
for OMB review at the end of the one year clearance period.
