This information collection request is approved for one year. Due to the highly sensitive nature of these surveys and concerns about nonresponse and non-response bias, CDC should submit a report on the first year data collection efforts that at a minimum includes: 1) Comparisons of infection rates for the blinded and non-blinded survey. 2) Assessment of response rates and non-response bias. 3) Summaries on how widely the optional questions were used and how respondents reacted to the HIV test result question. 4) Assessment of the utility of distinguishing steady partners without a definition of this term. 5) Assessment of the utility of responses to the first sexual encounte question as a predictor of sexual proclivity. When reporting on any of the findings from these surveys or providing public access to the data, CDC should clearly state that steady partner is not defined and therefore the steady partner questions are only aimed at attitudes and are not intended to provide statistically valid information.

THIS STUDY IS DESIGNED TO MEASURE THE LEVEL OF HIV PREVALENCE IN THE U.S. IT CONSISTS OF A FAMILY OF BOTH BLINDED AND NON-BLINDED SEROLOGIC SURVEYS AMONG PATIENT IN TB CLINICS, STD CLINICS, FAMILY PLANNING AND OTHER WOMEN'S HEALTH CLINICS AND DRUG ABUSE TREATMENT CLINICS, AS WELL AS STUDIES AMONG HIV POSITIVE BLOOD DONORS AND TRANSFUSION RECIPIENTS AND THEIR HETEROSEXUAL PARTNERS.
