Abstract: OWNERS/OPERATORS OF PHOSPHATE FERTILIZER PLANTS MUST NOTIFY EPA OF ANY NEW CONSTRUCTION OR MODIFICATIONS, AS WELL AS OF STARTUPS, SHUT-DOWNS AND ANY MALFUNCTIONS. THEY MUST ALSO NOTIFY EPA OF THE DATES AND RESUL OF INITIAL PERFORMANCE TESTS INVOLVING POLLUTION CONTROL TECHNOLOGIES. OWNERS/OPERATORS MUST INSTALL, CALIBRATE, AND MAINTAIN MONITORING DEVICES TO DETERMINE THE MASS FLOW OF PHOSPHATE-BEARING FEED MUST ALSO
