The Census
Bureau Plant and Equipment survey is approved for one year through
2/90. With its next submission in February 1990, the Census Bureau
shall provide an assessment of the improvements in the quality of
the survey relating to the change in management from BEA to Census
including the following items 1) assessment of the change from the
BEA frame to the Census frame, 2) assessment of the response rates
received under Census management, and 3) a plan of action to
improve response rates if they are below 80%.
