are filed pursuant to 5 CFR 1320.13. The Department should revise
its statement, included on form 91102, to indicate that the correct
address for submitting comments to OMB is the "Paperwork Reduction
Project," OIRA.... Also, HUD should provide the statutory or
practical utility rationale for requiring that applications include
"letters of approbal from the residents in the neighborhood." The
Department should respond to these comments in its final rule. It
must submit the final rule for OMB review under the Paperwork
Reduction Act.
