ED has made and
failed to keep a number of commitments to revise these regulations,
which contain burdensome information collection requirements
accoriding to commenters. This regulation has been in the
Regulatory Program for 1985, 1987, and 1988. This limiteed time of
approval should provide ED with ample time to revise these
regulations.

STATE ADMINISTERED PROGRAMS,
VOCATIONAL REHABILITATION. THE REHABILITATION ACT OF 1973, AS
AMENDED REQUIRES EACH STATE TO SUBMIT A STATE PLAN FOR VR SERVICES
IN ORDER TO RECEIVE FEDERAL FUNDS (29 USC 721). THIS STATE PLAN IS
THE BASIS UPON WHICH RSA MONITORS STATE VR AGENCY COMPLIANCE UNDER
TITLE I OF THE ACT AND IMPLEMENTING REGULATION
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
