In accordance
with the Paperwork Reduction Act and 5 CFR 1320, the submission has
been approved for a period of three months. The terms of clearance
were outlined in OMB letter from Jefferson B. Hill to John E. Riez
dated July 29, 1988. While the guidelines have been appreciably
improved as suggested, the criteria for project selection as
outlined in item 4(a)(b)(c) and (d) of the referenced letter have
not been finalized and incorporated into the guidelines. This short
term clearance is given to allow time to incorporate the selection
criteria into the guidelines.
