Abstract: PRIOR TO THE ENACTMENT OF FEDERAL LAW REGARDING THE PROHIBITION OF RETROACTIVE MODIFICATION OF CHILD SUPPORT ARREARAGES, SOME STATES PERMITTED CHILD SUPPORT AWARDS TO BE MODIFIED RETROACTIVELY.
