Terms of Clearance: Approved with the understanding that: 1) OMB will reenter this clearance request as a request for extension of an existing collection in a regulation, 2) the Department will submit to OMB a copy of all written comments relating to the information collections in this rule that are received during the 60-day comment period, 3) the Department will justify its request for a records retention period extending beyond the 3 years specified in 5 CFR 1320.6 (f), 4) a Paperwork Reduction Act Notice will be placed at the beginning of the instructions on each form and the statement will include an estimate of the average time required to complete the form, and 5) a similar paperwork notice will be included on the Vehicle Averaging election. Also, the Department should explain how these new Customs information requirements are to be included in the paperless entry system. Finally, the Department should provide a more complete explanation of of the burden to make it clear how 5,165 responses can provide the the information required for 2 million entries of merchandise.

Abstract: THE OBJECTIVES OF CFTA ARE TO ELIMINATE BARRIERS TO TRADE IN GOODS AND SERVICES BETWEEN THE TWO COUNTRIES, FACILITATE CONDITIONS OF FAIR COMPETITION WITHIN THE FREE TRADE AREA, LIBERALIZE SIGNIFICANTLY CONDITIONS FOR INVESTMENTS WITHIN THE FREE-TRADE AREA, ESTABLISH EFFECTIVE PROCEDURES FOR THE JOINT ADMINISTRATION OF CFTA.
