Abstract: THE TECHNICAL AND MISCELLANEOUS REVENUE ACT OF 1988 ("ACT") ALLOWS MARINE RETAILERS TO REGISTER AS PRODUCERS. THUS THEY WILL BE ABLE TO BUY AND SELL DIESEL FUEL TAX FREE. THE ACT ALSO ALLOWS THE IRS TO REGISTER TAX-FREE USERS, THE NOTICE REQUIRES REGISTRATION OF BUS OPERATORS.
