("Reasons for Change in Burden") in order to conform with the Instructions for Standard Form 83. The instructions require EPA provide a number of respondents, frequency of response, annual burden, and an explanation of how the burden was estimated. The current section 13 contains none of this information but refers to a change in burden which is not quantified in the justification statement or on the SF83.

Abstract: THE NOTIFICATION FORM CONTAINS OWNERS AND OPERATOR INFORMATION FOR FACILITIES THAT HANDLE HAZARDOUS WASTE. AN OWNER/OPERATOR MUST SUBMIT THIS FORM TO EPA PRIOR TO HANDLING HAZARDOUS WASTES OR PRIOR TO HANDLING NEW HAZARDOUS WASTE STREAMS. EPA USES THIS INFORMATION TO MAINTAIN AN INVENTORY OF ALL HAZARDOUS WATE ACTIVITIES THROUGHOUT THE NATION.
