Abstract: THE ETIOLOGICAL FACTORS ASSOCIATED WITH SUBSTANCE ABUSE ARE NOT WELL UNDERSTOOD DUE TO THE INSUFFICIENT COLLECTION OF DATA ON PERSONS AT HI RISK FOR SUBSTANCE ABUSE.
