Abstract: HUD NEEDS A FAST AND INEXPENSIVE MEANS FOR REESTIMATING SECITON 8 EXISTING FAIR MARKET RENTS. HUD WANTS TO TEST A TELEPHONE SURVEY METHO TO USE IN AREAS WHERE FMR'S ARE BELIEVED TO BE INACCURATE. THE AFFECTE PUBLIC WOULD BE THOSE SURVEYED AND SECTION 8 RECIPIENTS.
