Abstract: TO PROVIDE PHA'S A WAY TO REQUEST A WAIVER OF REGULATORY REQUIREMENTS TO ESTABLISH CEILING RENTS UNDER 1987 HCD AMENDMENTS UNTIL A FINAL RULE IS ISSUED. CEILING RENTS MAY BE BASED ON LOCAL SEC. 8 FMRS OR A LESSER AMOUNT BASED ON A DEMONSTRATION OF COMPARABILITY. RENTS CANNOT BE LESS THAN THE STATUTORY MINIMUM EQUAL TO OPERATING EXPENSES PLUS DEBT SERVICE.
