RATE FILINGS ARE REQUIRED TO COMPLY WITH SECTIONS 4 AND 5 OF THE NGA AND TO ENSURE ALL RATES AND CHARGES UNDER THE OCS BLANKET CERTIFICATE ARE JUS AND REASONABLE.
