Terms of Clearance: In accordance with 5 CFR 1320 and the Paperwork Reduction Act, the Office of Management and Budget (OMB) approves this information collection for a period of six months to permit development of an accelerated plan to improve the quality and utility of this survey. The justification for this survey does not respond adequately to the issues identified in previous clearance actions. Progress toward an acceptable response rate among travellers appears to be stalled. While we recognize the impracticality of follow-up, it should be noted that many other Federal surveys are also limited to single contacts and the best of them achieve response rates over 95% by use of personal contact. We also note that poor sales and sponsorships may indicate the limited utility of the current low-quality product. The plan should be coordinated with BEA and should include onboard contractor collection of data (with offsetting reductions in sample size) or other methods to achieve a substantial increase in passenger participation. Failing this, we will consider a substantial reduction in program size to a level that can be managed without compromising data quality standards.

Abstract: THE SURVEY IS REQUIRED TO FULFILL AGENCY DIRECTIVES TO PROVIDE MORE ACCURATE CONSUME MARKETING DATA ON INTERNATIONAL TRAVELERS. THE POPULATION OF POTENTIA RESPONDENTS CONSISTS OF INTERNATIONAL AIR PASSENGERS WHO ARE TRAVELING ON PARTICIPATING AIRLINES AND WHOSE TRIPS ORIGINATE IN THE UNITED STAT OR INCLUDE THE UNITED STATES IN THEIR ITINERARIES.
