Terms of Clearance: This ICR is approved until February 1991 when the Needs Survey Report is due to Congress. Thus, the approval only covers one survey. EPA should include the survey guidances in the next ICR which are sent out prior to the survey. EPA shall continue to improve the data entry system to reduce burden to States and avoid duplication.
