In accordance
with the Paperwork Reduction Act and 5 CFR 1320, OMB cannot approve
this information collection. In the notice of proposed rulemaking
EPA proposed four regulatory alternatives. Since EPA has n yet
selected a regulatory approach, it would be premature for OMB to
approve specific paperwork requirements. Once a regulatory strategy
has been adopted, OMB will lend its full support to the development
of paperwork requirements which embody the least burden necessary
to carry out EPA's program objectives.

DEMONSTRATE COMPLIANCE WITH EMISSION STANDARDS THROUGH THE CONDUCT
