Abstract: THIS COMMON RULE SETS FORTH THE PRE-AWARD, POST-AWARD, AND AFTER-THE FACT REQUIREMENTS WHICH ARE THE CONDITIONS FOR RECEIVING A FEDERAL GRANT OR COOPERATIVE AGREEMENT. THE INFORMATION IS NECESSARY TO ENSURE MINIMUM FISCAL CONTROL AND ACCOUNTABILITY FOR FEDERAL FUNDS AND DETER FRAUD, WASTE AND ABUSE FOR AWARDS MADE TO STATE AND LOCAL GOVERNMENTS AND NONGOVERNMENTAL ENTITIES.
