Terms of Clearance: We have filed the following comments on this proposed collection of information: 1) In the final rule, OSHA shall summarize and respond to all coments pertaining to the practical utility of information collection pertaining to medical surveillance -- including comments dealing with the specificity and accuracy of the particular medical tests proposed. 2) In the final rule, OSHA shal demonstrate the practical utility of the paperwork associated with the emergency requirements in 1926.59(e) -- as well as the paperwork in the referenced requirements of 29 CFR 1910.38 "Employee emergency plans and fire prevention plans," - especially given the changing environment at construction sites. In addition, OSHA more clearly explain why, given the need for regulation in these areas, there are no burden hours associated with "Laundry Notification" and "Communication of Hazards." OSHA shall also re-examine the burden estimates associated with this collection of information -- especially the estimated burden of "Employee Notification." In submitting the final rule to OMB for review under the PRA, OSHA should make reference to the OMB comment number, 1218-0157, (it should be placed in item 20 of the SF83). OMB is not providing an approval number at this time

Abstract: THIS PROPOSED REGULATION REQUIRES EMPLOYERS TO TRAIN EMPLOYEES ABOUT HAZARDS OF 4,4'-METHYLENEDIANILINE, MONITOR EMPLOYEE EXPOSURE, PROVIDE MEDICAL SURVEILLANCE, MAINTAIN ACCURATE RECORDS OF EMPLOYEE EXPOSURE. THESE RECORDS WILL BE USED BY EMPLOYERS, EMPLOYEES, PHYSICIANS AND THE GOVERNMENT TO ENSURE THAT EMPLOYEES ARE NOT HARMED BY EXPOSURE TO MDA.
