Terms of Clearance: We have filed the following comments on this proposed collection of information: 1) In the final rule, OSHA shall summarize and respond to all comments pertaining to the practical utility of information collections pertaining to medical surveillance -- including comments dealing with the specificity and accuracy of the particular medical tests proposed. 2) In the final general industry industry rule, 1910.1049(e)(2), OSHA shall allow the use of "... objective or historical data in lieu of the results obtained from initial monitoring to determine employee exposure, as is done in the proposed construction standard, or shall explain why other requirements are necessary. 3) In the in final rule OSHA shall demonstrate the practical utility of the paperwork associated with the emergency requirements in 1910.1049(d) - as well as the paperwork in the referenced requirements of 29 CFR 1910.38 "Employee emergency plans and fire prevention plans." OSHA shall aslo re-examine the burden estimates associated hours associated with "Laundry Notification" and "Communication with "Laundry Notification", "Communication of Hazards," and "Employee Notification." In submitting the final rule to OMB for review under the PRA, OSHA should make reference to the OMB comment number, 1218-0155 (it should be placed in item 20 of the SF83). OMB is not providing an approval number at this time.

Abstract: THIS PROPOSED REGULATION REQUIRES EMPLOYERS TO TRAIN EMPLOYEES ABOUT T HAZARDS OF 4,4-METHYLENEDIANILINE, MONITOR EMPLOYEE EXPOSURE, PROVIDE MEDICAL SURVEILLANCE, AND MAINTAIN ACCURATE RECORDS OF EMPLOYEE EXPOSURE. THESE RECORDS WILL BE USED BY EMPLOYERS, EMPLOYEES, PHYSICIANS AND THE GOVERNMENT TO ENSURE THAT EMPLOYEES ARE NOT HARMED
