part of its justification for extension of OMB approval of this
docket beyond September 1990, IRS should report on the frequency of
use, and response rates. Also, IRS should report on survey results
over time in the same locations, and comment on uses made of the
survey data. To satisfy the above evaluation with a minimum of
additional reporting, IRS may use probability sampling techniques.
We suggest that the Department consult with OMB during the fourth
quarter of FY 1989 concerning the approach to be followed in
meeting these clearance conditions.
