Abstract: THE TOXIC SUBSTANCES CONTROL ACT REQUIRES THAT ANYONE WHO MANUFACTURES PROCESSES OR DISTRIBUTES PCB'S IN COMMERCE MUST PETITION EPA FOR AN EXEMPTION. EPA'S RULES GOVERNING EXEMPTIONS PROVIDE THAT EPA MAY SET TERMS AND CONDITIONS FOR GRANTING AN EXEMPTION. THIS REQUEST IS FOR APPROVAL TO REQUIRE RECORDKEEPING AND REPORTING AS A CONDITION OF GRANTING AN EXEMPTION.
