Abstract: TITLE 23 U.S.C. 104(B)(5)(A) REQUIRES THE PREPARATION OF THE INTERSTAT COST ESTIMATE EVERY TWO YEARS FOR THE PURPOSE OF DETERMINING FUNDS NEEDED TO COMPLETE THE SYSTEM AND FOR ANNUAL APPORTIONMENTS TO THE STATES.
