DATA IS CURRENTLY NOT COLLECTED FOR MOST VESSELS. DATA SUBMISSION WOULD BEGIN AS SOON AS REGULATION IS PUBLISHED IN THE FEDERAL REGISTER AS A FINAL REGULATION. THE DATA WILL BE HELD IN CONFIDENCE.
