DISAPPROVED. OPM APPARENTLY TOOK ACTION DURING 1988 WITHOUT OMB
APPROVAL TO CHANGE WHO RESPONDS AND THE PERIODICITY OF USE OF THE
FORM. OPM HAS NOT DEMONSTRATED WHETHER ITS NEW APPROACH HAS
PRACTICAL UTILITY. SPECIFICALLY, OPM HAS FAILED TO PROVIDE A
JUSTIFICATION AS TO HOW PERMITTING INDIVIDUALS TO SELF CERTIFY
SCHOOL ATTENDANCE ONCE A YEAR RATHER THAN THE PREVIOUS POLICY OF
REQUIRING CERTIFICATION BY SCHOOLS EACH TERM IS CONSISTANT WITH
PROPER ADMINISTRATION OF THIS PROGRAM. OPM HAS PROVIDED NO DATA ON
THE POTENTIAL COSTS TO THE PROGRAM RESULTING FROM INCREASED
OVERPAYMENTS. IN RESPONSE TO AN OMB REQUEST FOR MORE DATA ON THIS
MATTER, OPM PROVIDED ONLY AN EXTREMELY BRIEF DESCRIPTION. OPM IS TO
CEASE USING THIS UNAPPROVED FORM. OPM REPRESENTATIVES SHOULD MEET
WITH OMB STAFF AFTER JULY 24 TO DISCUSS THIS MATTER AND PROVIDE ANY
EVIDENCE AS TO THE SUPERIORITY OF ITS PROPOSED APPROACH.

INFORMATION IS COLLECTED FROM CHILDREN
OF DECEASED FEDERAL EMPLOYEES TO DETERMINE IF THEY MEET THE
REQUIREMENTS TO CONTINUE TO RECEIVE SURVIVOR ANNUITY BENEFITS. THE
REQUIREMENTS ARE ATTENDANCE AT A RECOGNIZED SCHOOL, ON A FULL-TIME
BASIS.
